Randfontein now has two licensing options, and the newer one is open far later than most. The Umphakathi Mall Smart Driver’s Licensing Testing Centre, unveiled by the Gauteng Department of Roads and Transport in February 2026, runs to 17:00 on weekdays and opens on Saturdays. The older Randfontein drivers licensing and traffic department is in Retief Road, Westergloor.
If you work weekdays, the mall centre is the reason to read this page.

The Smart Licensing Centre at Umphakathi Mall
The province opened this centre in February 2026 at Umphakathi Mall, off Main Reef Road, the R28, between Mohlakeng and Toekomsrus. It is part of Gauteng’s smart licensing programme, which puts modernised licensing services into shopping centres rather than municipal buildings.
- Monday to Friday: 08:00 to 17:00.
- Saturday: 09:00 to 15:00.
- Services: driving licence testing, vehicle licensing and other smart licensing services.
Those hours are the point. A 17:00 weekday close and a full Saturday afternoon are well beyond what a standard municipal licensing office offers, which usually shuts at 15:00 or 15:30 with no weekend service. More on the programme: Umphakathi Mall smart DLTC and Gauteng smart DLTCs.
Address and contact details
- Smart centre: Umphakathi Mall, off Main Reef Road, R28, between Mohlakeng and Toekomsrus.
- Randfontein licensing and traffic department: 2 Retief Road, Westergloor, Randfontein.
- Roads and traffic queries: 010 496 7688. Rand West City switchboard: 010 496 5555.
An email address indexed for traffic queries belongs to a named member of staff rather than the office, so it is not published here. Use the switchboard. See traffic department contact details.
Opening and operating hours
The smart centre’s hours are above. For the Retief Road office, Rand West City does not publish hours we could confirm, and the municipality’s own website did not load when we checked, so assume standard weekday business hours and phone the switchboard first.
How hours and cut-offs usually work: traffic department operating hours. Weekend options: traffic departments open on Saturday.
A history of paper shortages
In July 2022 the Randfontein licensing office closed because it had run out of the special paper used to print vehicle licence discs, reportedly after the municipality fell behind on payments to the provincial transport department under a revenue-sharing arrangement. It reopened within days.
That was years ago and is not a current warning, but disc printing across Gauteng has been interrupted by stationery and supply problems more than once since. If you are making a special trip for a disc, a phone call first still costs less than the drive.
Services available at this office
The smart centre offers driving licence testing and vehicle licensing. The Retief Road office is described as handling vehicle licensing, learner’s licence applications and traffic fine payments.
Neither has a confirmed full service list, so ask which site handles your transaction before travelling, particularly for a professional driving permit or a less common test code.
Common transactions in Randfontein: what to expect
- Renewing a driving licence card: the smart centre’s longer hours make this easier to fit around work. Pass the eye test, have your fingerprints and photograph taken and pay. The card is produced centrally and collected later, so ask for a temporary licence if your card expires first. Full steps: traffic department licence renewal.
- Licence disc renewal: take the renewal notice, or an ALV form, your ID and proof of address. Penalties apply after the 21-day grace period. See traffic department disc renewal.
- Learner’s licence test: bring your ID, proof of address and the LL1 form, and be ready for an eye test. See learner’s licence.
- Driving test: you need a valid learner’s licence and a roadworthy vehicle of the right class. See K53 driving test.
- Paying a fine: the Retief Road office is listed for fine payments. See traffic fines.
Booking and appointment information
In Gauteng, tests and licence card renewals are booked on NaTIS Online, and gov.za states that Gauteng residents must apply online for a learner’s licence. Check whether the smart centre appears as a separate option when you book, since a newer facility often has slots when older ones do not.

What to bring before you visit
- Your original ID document or smart ID card, or passport and permit for foreign nationals.
- Proof of residential address. See proof of address.
- Your booking confirmation, if the service was booked.
- The licence card, learner’s licence, renewal notice or vehicle document the transaction relates to.
- The completed application form. See traffic department forms.

Fees and payment information
Licensing fees are set by the province and municipality and change from time to time, so confirm the amount and the accepted payment methods before you go. Smart licensing centres generally run cashless, so take a card. How fees are structured: traffic department fees and traffic department prices.
How people search for Randfontein licensing offices
Searches include Randfontein licensing department, Randfontein licence department, Randfontein license department, Randfontein DLTC and the Umphakathi Mall licensing centre. The names are used loosely: a driving licence testing centre handles learner’s and driving licences and tests, while a registering authority handles licence discs and vehicle registration.
Randfontein now has a modern testing centre at the mall and an older municipal office in Westergloor. Check which one does what you need.
