Milnerton has two City of Cape Town offices. The driving licence testing centre is in William Penn Drive, and it tests all licence codes, which not every Cape Town centre does. The vehicle registration centre is in the municipal building in Pienaar Street.
Both are covered below, with the City’s own published details. Their Saturday closing times differ, which catches people out.
Last checked: 13 September 2026. TrafficDepartment.co.za is an independent guide, not a government website. We do not book appointments, take payments or issue documents. Confirm fees, hours and requirements with the official source before you act: the City of Cape Town’s Milnerton testing centre page and Milnerton vehicle registration centre page.

Opening and operating hours
- Testing centre: Monday to Friday 08:00 to 15:30, Saturday 08:00 to 12:30.
- Registration centre: Monday to Friday 08:00 to 15:30, Saturday 08:00 to 11:30.
Note the Saturday difference: the registration centre closes an hour earlier than the testing centre. If you are renewing a licence disc on a Saturday morning, that hour matters, and the queue closes to new arrivals before the doors do.
How hours and cut-offs usually work: traffic department operating hours. Weekend options: traffic departments open on Saturday.
Services available at this office
At the testing centre, the City lists driving licence card renewals and replacements, learner’s licence tests, driving licence tests, professional licence tests and PrDP applications, driving instructor applications, disabled disc applications, fine payments, AARTO infringement payments and cell phone impoundment payments.
Milnerton tests all codes. That is the reason to come here rather than a centre such as Goodwood, which handles Code B light motor vehicles only. If you are testing for a motorcycle or a heavy code, Milnerton is one of your options.
At the registration centre, the City lists vehicle registration, vehicle licensing and licence disc payments.
Common transactions in Milnerton: what to expect
- Driving test, any code: you need a valid learner’s licence for that code and a suitable roadworthy vehicle. See licence codes and K53 driving test.
- Learner’s licence test: bring your ID, proof of address and the LL1 form, and be ready for an eye test. The City completed its rollout of the computerised learner’s test across all its testing centres by February 2026, so expect to write on screen rather than on paper. See learner’s licence.
- Renewing a driving licence card: at the testing centre. Pass the eye test, have your fingerprints and photograph taken and pay. The card is produced centrally and collected later, so ask for a temporary licence if your card expires first. Full steps: traffic department licence renewal.
- Licence disc renewal: at the registration centre in Pienaar Street, not the testing centre. See traffic department disc renewal.
- Registering a vehicle or a change of ownership: also the registration centre. See vehicle registration.
Booking and appointment information
Cape Town does not take licence test bookings online. The City books learner’s and driving tests in person at its testing centres, where the appointment is generated on eNaTIS. It said in December 2025 that online booking was available in only a few provinces, and the Western Cape was not among them.
Budget for two trips to William Penn Drive: one to book, one for the test. How the booking system works more generally: traffic department online booking.

Fees and payment information
Licensing fees are set by the province and the City and change from time to time, so confirm the amount and the accepted payment methods before you go. How fees are structured: traffic department fees and traffic department prices.
How people search for Milnerton licensing offices
People search for Milnerton traffic, the Milnerton licensing department, and for car licence and registration consultants in Milnerton. On that last point: private agents do offer to queue or file on your behalf, but the City’s own offices are the only place the transaction actually happens, and no agent can give you a licence the City would not.
The terms are used loosely, but in Milnerton the distinction is physical: the testing centre in William Penn Drive handles licences and tests, and the registration centre in Pienaar Street handles discs and vehicle registration.
