Goodwood has two City of Cape Town offices, a few streets apart, and which one you need depends entirely on whether your business is with a licence or with a vehicle. The driving licence testing centre is on the corner of Frans Conradie and Hugo streets. The vehicle registration centre is in Hugo Street.
Both are covered below, with the City’s own published details for each.
Last checked: 13 September 2026. TrafficDepartment.co.za is an independent guide, not a government website. We do not book appointments, take payments or issue documents. Confirm fees, hours and requirements with the official source before you act: the City of Cape Town’s Goodwood testing centre page and Goodwood vehicle registration centre page.

Opening and operating hours
Both Goodwood offices publish the same hours:
- Monday to Friday: 08:00 to 15:30.
- Saturday: 08:00 to 12:30.
- Sunday and public holidays: closed.
The Saturday morning is genuinely useful, since many Cape Town offices are weekday only. Queues close to new applicants before the doors do, so arrive early, particularly on a Saturday or at month-end when disc renewals peak.
How hours and cut-offs usually work: traffic department operating hours. Weekend options: traffic departments open on Saturday.
Services available at this office
At the testing centre, the City lists learner’s licence tests, driving licence tests, professional driving permit tests and applications, driving licence card renewals and replacements, driving instructor applications, disabled disc applications, fine payments, AARTO infringement payments and cell phone impoundment payments.
One limit matters more than anything else here: driving licence tests at Goodwood are for Code B, light motor vehicles, only. If you are testing for a motorcycle or a heavy code, you need a different centre. Check the code before you book, not on the day.
At the vehicle registration centre, the City lists vehicle registration, vehicle licensing and licence disc payments.
Common transactions in Goodwood: what to expect
- Renewing a driving licence card: at the testing centre. Pass the eye test, have your fingerprints and photograph taken and pay. The card is produced centrally and collected later, so ask for a temporary licence if your card expires first. Full steps: traffic department licence renewal.
- Learner’s licence test: at the testing centre. Bring your ID, proof of address and the LL1 form, and be ready for an eye test. See learner’s licence.
- Driving test, Code B only: you need a valid learner’s licence and a roadworthy light motor vehicle. See code B driving test.
- Licence disc renewal: at the registration centre in Hugo Street, not the testing centre. Take the renewal notice, your ID and proof of address. See traffic department disc renewal.
- Registering a vehicle or a change of ownership: also the registration centre. See vehicle registration.
Booking and appointment information
Cape Town does not take licence test bookings online. The City books learner’s and driving tests in person at its testing centres, where the appointment is generated on eNaTIS. It said in December 2025 that online booking was available in only a few provinces, and the Western Cape was not among them.
Booking in person is also the moment to confirm that Goodwood tests your code, since it handles Code B only.
How the booking system works, and what to do when there are no slots: traffic department online booking.
What to bring before you visit
- Your original ID document or smart ID card, or passport and permit for foreign nationals.
- Proof of residential address. See proof of address.
- Your booking confirmation, where the service was booked.
- The licence card, learner’s licence, renewal notice or vehicle document the transaction relates to.
- The completed application form. See traffic department forms.

Fees and payment information
Licensing fees are set by the province and the City and change from time to time, so confirm the amount and the accepted payment methods before you go. How fees are structured: traffic department fees and traffic department prices.
How people search for Goodwood licensing offices
People search for the Goodwood traffic dept, the Goodwood licensing department and Goodwood DLTC opening times. The names are used loosely, but in Goodwood the distinction is real and physical: a driving licence testing centre handles learner’s and driving licences and tests, while a registering authority handles licence discs and vehicle registration, and here they are two different buildings.
Work out which one you need before you set off. Both keep the same hours, so the mistake costs you a walk rather than a day.
