Pretoria has more than one place to deal with licences, vehicles and fines, run by City of Tshwane Metropolitan Municipality and the Gauteng provincial government. This page lists the official centres we could confirm, what each one handles and how to choose between them.
Last checked: 13 September 2026. TrafficDepartment.co.za is an independent guide, not a government website. We do not book appointments, take payments or issue documents. Confirm fees, hours and requirements with the official source before you act: City of Tshwane, RTMC Centurion.

Office pages in the Tshwane area
Each of these pages lists what the authority publishes for that office, including address, hours and services where they could be confirmed:
Which office should you use?
In Pretoria the testing centres and the registration offices are usually separate buildings, sometimes kilometres apart, even when they share a name. Choose by the task, not by the name on the sign:
- Learner’s licence, driving test, licence card renewal or PrDP: a driving licence testing centre (DLTC).
- Licence disc, registration or change of ownership: a vehicle registration and licensing office. Saambou is listed for this work specifically.
- Fines: the authority that issued the fine, through its own payment channels.
- A towed vehicle or a policing complaint: the TMPD, not a licensing counter.
If one centre has no slots or long queues, another in the metro may be quicker. Driving licence services are generally not limited to the centre nearest your home.
Services available
Across the Tshwane and RTMC offices above, the official sources list:
- Learner’s licence tests and driving licence tests.
- Renewals of driving licence cards and of PrDPs.
- Registration and licensing of motor vehicles, and motor vehicle licence renewal.
- Testing for motor vehicle fitness.
- Exchange of foreign driving licences.
- Driving Licence Confirmation Letters. The RTMC has been the sole issuer since 1 October 2024.
- Police clearance certificates and related clearance services.
- Events and escort applications, and bulk services.
- NaTIS Online support.
- Towed or impounded vehicle collection, and traffic or policing complaints.
- Road safety, national traffic law enforcement and special crime prevention operations.
These are pooled across several offices with different roles, so not every centre offers everything on this list. Check the individual centre above before you travel.
Booking and online services
In Gauteng, tests and licence card renewals are generally booked on NaTIS Online, and gov.za states that Gauteng residents must apply online for a learner’s licence. Some centres set aside walk-in days for older applicants.
Details: traffic department online booking. Vehicle licence discs can be renewed online where the service is available: licence disc renewal.
Opening hours and contact checks
Hours differ between centres and change around public holidays and system upgrades. Queues usually close to new applicants before the doors do, so the published closing time is not the time to arrive. Confirm on the day with City of Tshwane. See traffic department operating hours.
The RTMC closes its offices over the festive period each year, typically from shortly before Christmas until early January, and publishes the dates on its contact page. Check that page in December rather than assuming last season’s dates apply.

Tips for getting served faster in Pretoria
- Go early in the week and avoid month-end, when queues are longest.
- Try a smaller centre on the edge of the city if the central ones are fully booked.
- Renew licence discs online where the service is offered, which avoids the queue entirely.
- Check outstanding fines before any licence or disc transaction, so the counter does not turn you away.
- Have every original document with you, since copies alone are usually refused.
How people search for Pretoria licensing offices
Searches include DLTC Pretoria, licence department Pretoria, license department Pretoria, licencing department Pretoria and traffic departments in Pretoria. The names are used loosely: a driving licence testing centre handles learner’s and driving licences and tests, while a registering authority, often called the licensing department, handles licence discs and vehicle registration.
For Pretoria the official sources list four Tshwane service delivery centres, at Waltloo, Saambou, Akasia and Centurion, plus the TMPD for enforcement and the RTMC head office in Centurion. Check which one handles your task before you go.
