Observatory Traffic Department

Observatory Traffic Department

The Observatory Traffic Department was established by the Observatory Civic Organisation to manage traffic congestion and parking challenges within Observatory. This department plays a critical role in overseeing the flow of traffic and ensuring that parking issues are effectively addressed.

The Role of the Observatory Traffic Department

Established under the guidance of the Observatory Civic Organisation, the Observatory Traffic Department oversees the management of traffic congestion and parking issues within specific boundaries — from Liesbeek Parkway to Main Road, covering the area from Mowbray to Devil’s Peak. The department consists of elected members, including residents, professionals, and business owners who are part of the larger Observatory community.

For residents and visitors needing assistance, the department can be contacted via email at barbara.schmid@uct.ac.za or by phone at 021 – 650 4415.

Traffic Challenges in Observatory

Observatory faces significant traffic congestion, especially during peak hours, due to extensive street parking on narrow roads such as Lower Main Road and Main Road. The high population density, coupled with limited off-street parking, exacerbates the situation. Additionally, a lack of established rules and guidelines for parking standards further complicates these challenges.

Addressing Traffic and Parking Issues

The Observatory Traffic Department has explored several solutions to mitigate these issues. While options such as building a parkade, creating an independent traffic database, and implementing carpooling or car rental services were considered, they were ultimately deemed not viable. Instead, the department adopted a parking disk system that offers a practical and effective solution.

The Parking Disk System

The parking disk system allows Observatory Civic members to pay an annual fee to receive a disk, providing them access to exclusive parking at a reduced rate. These parking disks are highly distinguishable, printed on special paper to prevent forgery, ensuring only authorized individuals can benefit from this arrangement.

How the Community Benefits

This innovative approach to traffic and parking management allows residents to enjoy better access to parking, easing congestion on the streets. It provides a structured and fair system that supports the needs of the community while maintaining an orderly traffic flow.
